Chancellor Moen decides to stay with his (he's still chancellor here) people and continues to lead from his office in Hinali. Follandan Military and Army Engineers draw up plans for a major undertaking. The Euphemian/Oxacmelan wall failed, and Euphemia is exposed. Construction companies in tandem with Army Engineers will begin construction of 30-foot high security walls around the downtown districts of select major metropolitan areas. The following cities have been chosen as "Safehavens";
Chetal, Mastidon, Leahpolis, Ivouixnapolis, Derrikson, Saint Nors, and Hinali.
Citizens are already relocating in droves to the island chain province of Okanamapi, thinking the isolation will protect them. Already thousands have moved onto the islands of Gilbertson, Calta, and Tephan.

Bergenstein (which for this is not in civil war) has begun the construction of major defences, walls, and safe area. Each state has also closed their borders.
