Day 1: Int. Free Trade Water Agreement + Other Agreements

As we move forward, today we will be talking about a free trade water agreement. The free trade water agreement allows merchant ships of any country (USNW only) to go into
others waters (also USNW only) as long as the ship stays at least 1/2 of a mile off the coast if it is not there destination, a good example of this would be Insulo and Malano's Ibresian sea:

This is a small straight of water that may cause upset if a country has bad relations with either two. The Free Trade Water agreement allows a USNW country, or the USNW itself, to close waters to a specific country (whether the country in question is being threatening or the USNW would just like to stop illegal trade). We would like to bring this up to the Int. Assembly and see what they think. Before we go into voting, I'd like to ask the USNW countries what they think (please X one):
