The Central-46 and the Cabinet makes up the legislature of Teikō. The Teiko National Council which is colloquially called as the Central-46 is a multi-party unicameral congress made up of 460 elected prefectural representatives. As of the last national elections (2009), the Teiko National Party dominates the congress with 231 members followed by the United Opposition and United Socialist Party with 60 and 38 members respectively.
The current distribution of the Central-46 according to political parties
The sandaedeung has overall charge of the administration of the Central-46 and its secretariat and presides over all parliamentary sittings. The Central-46 Majority Leader is chosen by the majority party and the Central-46 Minority Leader is elected by the next two leading political parties. Moriyama Yoshitaka of the TNP holds the position of the majority leader while Hanamiya Makoto from UNO is the current minority leader.
The main functions of the Central-46 are law making, controlling the nation’s finances (which include ministry budgets and government official salaries) and ensuring ministerial accountability. The Central-46 convenes when it is in session. The first session of the Central-46 convenes immediately after the end of the current congress.
A session ends when the Central-46 is temporarily suspended or dissolved. The maximum term for each congress is five years, after which the parliament dissolves and an election must occur within the following month.
The Central-46 has committees to delegate specific legislative tasks. Committees are also established to deal with matters such as studying the details of the bill. Committees can also examine the policies, programs and proposed legislation of government ministries and may file a writ of opposition regarding a certain ministerial policy. There are currently 35 committees.

Members of the Central-46 are all expected to follow the proceedings protocols and all laws written in the Teiko Constitution of 1995.
The qualifications for being a sandaedeung are:
• At least 21 years of age
• A registered voter, married or single
• Able to read and write
• A Teikonian Citizen by birth
• A resident of Teiko for at least five years prior to submission of candidacy and
• They are not otherwise disqualified from being a member of the Central-46 under the Article 14 of the Teiko Constitution of 1995
Article 14 provides that persons are not qualified to be members of the Central-46 if:
• They have been found or declared to be of unsound mind
• They are undischarged of bankrupts
• They have voluntarily acquired the citizenship of, or exercised rights of citizenship in, a foreign country or has made a declaration of allegiance to a foreign country
In case of dissatisfaction among fellow representatives, the members of the Central-36 may be impeached via a vote of no confidence from fellow representatives. Each representative is elected for 5 years in office with a maximum of 3 consecutive terms.
