The Central-46 and the Cabinet makes up the legislature of Teikō. The Teiko National Council which is colloquially called as the Central-46 is a multi-party unicameral congress made up of 460 elected prefectural representatives. As of the last national elections (2009), the Teiko National Party dominates the congress with 231 members followed by the United Opposition and United Socialist Party with 60 and 38 members respectively.

The sandaedeung has overall charge of the administration of the Central-46 and its secretariat and presides over all parliamentary sittings. The Central-46 Majority Leader is chosen by the majority party and the Central-46 Minority Leader is elected by the next two leading political parties. Moriyama Yoshitaka of the TNP holds the position of the majority leader while Hanamiya Makoto from UNO is the current minority leader.

The main functions of the Central-46 are law making, controlling the nation’s finances (which include ministry budgets and government official salaries) and ensuring ministerial accountability. The Central-46 convenes when it is in session. The first session of the Central-46 convenes immediately after the end of the current congress.

A session ends when the Central-46 is temporarily suspended or dissolved. The maximum term for each congress is five years, after which the parliament dissolves and an election must occur within the following month.

The Central-46 has committees to delegate specific legislative tasks. Committees are also established to deal with matters such as studying the details of the bill. Committees can also examine the policies, programs and proposed legislation of government ministries and may file a writ of opposition regarding a certain ministerial policy. There are currently 35 committees.

Members of the Central-46 are all expected to follow the proceedings protocols and all laws written in the Teiko Constitution of 1995.
The qualifications for being a sandaedeung are:
• At least 21 years of age
• A registered voter, married or single
• Able to read and write
• A Teikonian Citizen by birth
• A resident of Teiko for at least five years prior to submission of candidacy and
• They are not otherwise disqualified from being a member of the Central-46 under the Article 14 of the Teiko Constitution of 1995
Article 14 provides that persons are not qualified to be members of the Central-46 if:
• They have been found or declared to be of unsound mind
• They are undischarged of bankrupts
• They have voluntarily acquired the citizenship of, or exercised rights of citizenship in, a foreign country or has made a declaration of allegiance to a foreign country

In case of dissatisfaction among fellow representatives, the members of the Central-36 may be impeached via a vote of no confidence from fellow representatives. Each representative is elected for 5 years in office with a maximum of 3 consecutive terms.

OFFICE OF THE SANDAEDEUNG

The sandaedeung is the head and the presiding officer of the Central-46. He is considered to be the head of the legislative branch. The sandaedeung is third in line of the presidential succession after the vice premier. The sandaedeung is not necessarily from the majority party and is elected also through the first session of incoming Central-46 Congress.

However the current constitution requires that he or she must be an incoming prefecture representative prior to the election. The sandaedeung presides over the sessions of the Central-46 and maybe required to attend cabinet meetings. The sandaedeung also has the authority to determine whose members may speak and has the responsibility of maintaining order during sessions. He also delegates and performs other administrative tasks and procedural functions related to the Central-46.

In addition to his or her role as presiding officer, the sandaedeung performs other functions in behalf of the Central-46. He or she represents the body in relations with the other states, government sectors and officials. On important occasions of the state, the sandaedeung presents addresses to the Teikonian people and the premier on behalf of the House.

The sandaedeung performs various procedural functions. He or she may recall the Central-46 from recess during a national emergency, or when otherwise requested by the government. When vacancies arise, the sandaedeung authorises the issuance of writs of election. The sandaedeung may also call for a vote of the Central-46 against a ministerial policy and his decision on the matter is final, and cannot be challenged by the cabinet unless turned down by the Supreme Court.

According to the Teiko Constitution of 1995, a sandaedeung can be elected to a maximum of 2 terms with 5 years in each term, the length of one full congress. He or she must get the majority vote of the Central-46 during the first congressional session and the same with the premier must enjoy the confidence of his fellow representatives. In case a majority is not met, the incoming congress will revote again for a majority to determine who will be the incoming sandaedeung in the next seven working days.

The candidate-in-charge of the Central-46 prior to the elections is determined by the Teiko National Commission. In the worst case scenario where a sandaedeung is not chosen within two sessions, the Teiko National Commission will appoint an acting Sandaedeung which can be replaced as soon as a majority is met.

The qualifications for being a sandaedeung are:
• At least 25 years of age.
• In an incoming prefectural representative
• A registered voter, married or single
• Able to read and write
• A Teikonian Citizen by birth and
• A resident of Teiko for at least five years prior to submission of candidacy

In case of dissatisfaction among fellow representatives, the members of the Central-36 may call for a vote of no confidence against the sandaedeung any time during the congressional session. However, if the sandaedeung resign prior to the vote, the voting is cancelled and an election to a new sandaedeung will occur instead. The president pro tempore of the Central-46 will automatically handle the case with the help of the Blue Ribbon Committee which also known as the Committee on Accountability of Public Officers and Investigations.

Each sandaedeung is elected a 5 years in office with a maximum of 2 terms. The current sandaedeung is Kensuke Fukui is also expected to vacate the office in the January 2014.
