Hmm I could try. Translate my stuff into treaty language:
1. The Kwangju Parliament shall have the power to declare war, ratify treaties, and organize national militias.
2. The armed forces, in peace times, shall be restricted to 150,000 volunteers.
3. During war, parliament may vote to draft men into the armed forces.

Around 50 million souls

2% of 50 million is one million. So we can say in times of peace, the armed forces are limited to 500,000 volunteers. At war they can have 1 million conscripts. Does this seem logical/make sense?

Perfect sense. Most countries with large-ish populations hold militaries of around 1 million active duty-war time personnel.
