I don't think they're even reset at the end of months anymore: only at checkpoints.
But this needs to be modified, and probably added to the charter to better enforce it.
Either way, that is the current policy: http://www.usnw.net/t1535-voting-activity-checkpoint-act
Member activity checkpoints will be held every 3 months on the first day of the month
When an activity checkpoint is completed, all remaining administrators, full members, ambassadorial members, and observer members will have their activity index reset, excluding on-leave members
No administrator can overrule, modify, or repeal this act without the approval of the international assembly, by a majority vote

I thought I did a member checkpoint in February or March? Besides, I don't think we need one at the moment. But I can reset the index at the end of the month and possibly hold a checkpoint if people go inactive.

Actually, you can't unless you put it to vote and get a majority. It's one of the clauses in the act.
