You should check the discussion that went along in the thread. It is entirely unclear whether what you quoted replaces what Jon said or whether it is complimentary with what Jon said.

There are no Observer sections of individual continents. All observer nations have their own forum to exist in until they become full members. (from what I gathered) And the GSK is already in that forum. As for Nilia, I don't really know what to do with it.
