Kaskaskia would like to propose a continent-wide ban on the class of pesticides known as neonicotinoids as an attempt to address the phenomenon of Colony Collapse Disorder. Kaskaskia has seen a massive reduction in honeybee populations and fears that without action the damages may be irreversible. Some studies have linked these pesticides with the  disappearance  of bees1, though they have not been conclusively proven to be the sole cause2. It is, however,  extremely  likely that they are a major contributing factor. There are also studies that indicate that the insecticides also harm birds and other animals3. The Kaskaskian General Assembly recently approved a ban on these chemicals, and now the government would like to ask it's Euphemian neighbors to follow suit in an effort to address this impending environmental disaster.

Those bees were mostly bumblebees. CCD affects honeybees and is a far bigger concern. Nearly one third of the commercial honeybees in the US died this past winter, which of late is not an uncommon figure. If we are unable to stop CCD and the other issues killing honeybees we may be looking at a global food crisis.

The EU banned Neonicotinoids in April. They are highly toxic to bees and make them more susceptible to disease in addition to the other effects, which include loss of navigational ability. It is unlikely that they are the only problem, but right now they seem to be the biggest one. We'll find out in the coming years if the European ban impacts the number of lost colonies, or if we need to find more solutions. There are a myriad of challenges facing the honeybee, from viruses to mono-culture farming and everything in between.

We are deeply disappointed by the words of our fellow neighbors and we fail to see a way in which your nation would think that Oxacmela would be unable to provide such services; either diplomatically or militarily.

But you should know there are limitations upon our Military;

The DN1, most importantly, states that the mission of the military of Oxacmela is the preparation of the military forces to repel external aggressions. No military armed force can leave Oxacmelan territory without a declaration of war, and approval of the Congress.

Article 129 of the 1929 Political Constitution of the United Oxacmelan States establishes that: No military authority may, in time of peace, perform any functions other than those that are directly connected with military affairs, but the Army's temporary replacement of civil police forces, in specific cases, before the creation of the Federal Preventative Police has been much debated in the Congress and in the mass communications media.

Like-wise, per Article 16: No member of the army shall, in time of peace, be quartered in private dwellings without the consent of the owner, nor may he impose any obligation whatsoever. In time of war the military may demand lodging, equipment, provisions, and other assistance, in the manner laid down in the respective martial law

We require and demand an official apology and the preparation of a meeting between the Euphemian Bloc members and the Government of the United Oxacmelan States, in order to discuss the advantages it could have in our nation. We sincerely hope that your governments realize Oxacmela is just trying to expand the possibilities of the Euphemian Bloc, improve its diversity, and improve the relations between our countries; which share a common land: the continent of Euphemia. We do remind the Government of Folland, that until now, it has only showed aggression and dismay about our application.

Advantages:

  • Free trade
  • Diplomatic Continental Cooperation
  • Military Continental Cooperation
  • Intelligence Continental Cooperation
  • Protection from Invasion by Bloc members

Disadvantages:

  • Large diplomatic responsibility
  • Large military responsibility
  • Large intelligence responsibility (i.e. can we trust you?)
  • Obligation to go to war with any nation that attacks a Bloc member
