I was thinking, since the voting is at a stand-still, should there be a time limit for voting as well as the 2/3 rule since it isn't 2/3 yet and it's been ages since the last vote. I believe it's the best 2nd act to do in this situation.

There is a voting limit, but Amendments have to be treated differently because they require 2/3 of the whole union and there's no getting around it.

Voted No.

Passed, with 5 abstaining that leaves 14 members. 10 is more than 2/3.

Looks like third time's indeed the charm.
