Painless Death Amendment

To avoid the possible pain which may often be associated with execution by lethal injection, which is currently the only legal method of execution in USNW nations that have capital punishment, on behalf of the Imperial Federal Kingdom of Grand, Belluterra, and Malo, I would like to propose the addition of Nitrogen Asphyxiation to the official list of methods of execution approved of by the Union Charter, as outlined in Part One, Group Two, Section Four.

Nitrogen is a colorless, odorless, tasteless, and mostly inert gas that makes up nearly 80% of Adonia's atmosphere. Thus, when a person breathes in pure nitrogen gas, that person, under normal circumstances, would feel no different than if he was breathing in a normal atmosphere. Because of this effect, in a nitrogen chamber, a condemned criminal would be exhaling carbon dioxide without replacing it with oxygen, causing unconsiousness within 30 seconds on average, and a painless death within a few minutes. However, because nitrogen is not fatal outside of highly concentrated forms, such as that which may be found in a nitrogen chamber, in the event of a leak, no danger is posed for people who are not in the chamber. In this way nitrogen asphyxiation may be differentiated from lethal injection, which may cause pain for the condemned if things go wrong, and which may often take hours, and is also different from an ordinary execution by gas chamber, which causes pain for the condemned almost without exception, and which, in the event of even a small leak, high danger is posed for all nearby, as it deals with highly poisonous gases.

Execution by nitrogen asphyxiation requires no other equipment other than an airtight room or chamber, a supply of pure nitrogen, and a way to introduce the nitrogen into said airtight chamber.

PS: This does NOT affect USNW member states that have abolished capital punishment, such as Troix; it only provides a second option from which to choose from for nations that do have capital punishment, such as Grand, Belluterra, and Malo.

Akemoor, although with no real position on this as it really has no power over how the people would punish a person in need of punishment would like to state the following.

We think it's a great idea and it should be supported by most people who do not use the capital punishment as it is more humane than Lethal injections in most cases. Not supporting this would be hypocritical and means you want the people to suffer a more painful death.

Akemoor has taken note of reactions to this and will bear them in mind for later issues and arrangements.

Grand Aescail does not support execution and does not perform it in it's law system. But as it is a painless way, it is always the best way instead of pain or in Aescail's case dieing naturally (Life In Prison is the Top Sentence), so shall be voting yes for this Law.

As an additional argument, instead of putting people into death, Troix would prefer all nations in the USNW to abolish Capital Punishment instead of adding more ways to put people into their deaths.

Troix would also like to argue that this amendment is unconstitutional, as put into Part I, Article 4 of the charter "The right to life and freedom". The Government of Grand, Belluterra and Malo is creating this amendment THROUGH A LOOPHOLE in the Charter.

The Following Are Prohibited To Protect Human Rights

1.Inhumane, painful, or degrading punishment.

Any form of Capital Punishment,no matter if its painless or not, is inhumane, and the charter shows it. Troix would still abstain.

To the Sanese Representative: When the Charter of the United Sovereign Nations of the World was written, it was agreed that abolition of the death penalty would infringe on the rights of induvidual nations too much; therefore, it was not forbidden for national courts to sentence criminals to death, although it is forbidden for the Union High Court to do so. If you wish to propose an amendment to the Charter abolishing the death penalty unionwide, then please do so.

We do NOT support Capital Punishment we do see this amendment more fit than lethal injection which we advocated be removed when first proposed. However no death comes without pain, as there is no such thing as painless death. Death row prisoners may experience cardiac arrest before they become unconscious from the lack of Oxygen, and may feel a choking sensation as they lose consciousness. However we will still support this motion

Just to clarify for all those who abstain or vote no ...

This isn't a vote on using the death penalty or if you like the death penalty. Its for the Nations who do use it, whether they should do it more humanely.

So please don't waste a vote on abstaining, cause either way, the Nations who use the death penalty are still going to be using it, this would just make it more humane.
