The Teiko Premier is the highest official in the country. He is considered both as the head of the government and state. He is elected by the Electoral College during the national elections and must enjoy the confidence of the Central-46 to stay in power. He is the head of the cabinet and appoints or dismisses ministers, commissioners and Supreme Court justices as per confirmed by the Central-46.
He is also the commander-in-chief of the Teiko Military. All passed bills by the Central-46 must be signed by the premier to become a law. Bills that are not signed within the three days rule whether deliberately or not will be considered vetoed. The Central-46 however can override any veto of the premier by passes the motion with a 3/4 majority in a called fourth and final reading.
The premier has the authority to wage war and make international treaties as approved by a 1/2 majority of the Central-46 within ten working days of the executive order. Failure of the Central-46 to ratify the treaty and the act of war will automatically put the executive order to death.
He may also grant reprieves, commutations, and pardons, and remit fines and forfeitures, after conviction by final judgment, except when the premier is under impeachment. The premier can also declare a “State of Kaigenrei” which will place the country under military jurisdictions but within constitutional limits.
According to the Teiko Constitution of 1995, a premier can be elected to a maximum of 2 terms with 5 years in each term. He or she must get the majority vote of the Electoral College during the national elections. In case a majority is not met, the incoming congress will vote for a majority to determine who will be the next premier among the running candidates with in the next seven working days. Failure to do will automatically place the current Sandaedeung as Premier. All premier will be inaugurated on the 15th of January.
The qualifications for being a premier are:
• At least 30 years of age.
• Has served in the Central-46 for at least one full term as prefectural representative
• A registered voter, married or single
• Able to read and write
• A Teikonian Citizen by birth and
• A resident of Teiko for at least five years prior to submission of candidacy

The current premier is Akashi Seijuro. He has been in power for the past 9 years and he is expected to vacate the office in January 2014. Akashi Seijuro is the youngest premier to be elected at an age of 30 years and 3 months upon his submission of candidacy.
In case of inactivity, impeachment, resignation, death or any matter within the legality of the Teiko Constitution that will label the incumbent premier in capable of doing his task or duties, the vice-premier will officially be sworn in as the next premier with the consent of the Central-46.
