Proposal from the Imperial Kingdom of Posillipo

First Minister Charles Brown, Ambassador to the USNW from the Imperial Kingdom of Posillipo, would like to propose an addition to the USNW Charter. This amendment would allow for the creation of a USNW High Court. The amendment would read as follows.

    Ammendment 1 {1}
  1. The USNW High Court shall be the main Judiciary organ of the union.
  2. The court will only handle cases between nations and role-playing characters, not ambassadors or individuals, the Executive Department will handle disputes between ambassadors.
  3. Each case will be tried by a jury consisting of all full members of the International Assembly, excluding nations involved.
  4. An elected Consul shall be the head of this department, and shall bring each case to trial and shall keep order in the court room.
    - The Consul will be elected by the International Assembly and serve six month terms with no term limit.
  5. The Court should only be used to settle international cases, and it is the right of the consul or the cabinet to deny a case trial.

{1} | This will be Amendment 1 to the USNW Charter if it is passed before the Grandian proposal.

The Provincial Republic of New Chandler does not support the creation of a high court in the USNW/

I'm pretty sure a good number of you know why. If you don't go look at AIN's topics around September last year.

K50 that is why it says this:
The court will only handle cases between nations and role-playing characters, not ambassadors or individuals, the Executive Department will handle disputes between ambassadors.
It will also be at the discretion of the Consul and the Cabinet whether a case goes to trial.

The delegation from the Republic of Insulo believes this proposed amendment has sufficient safeguards against a situation such as that occurred in AIN last October. We also believe the court in this form could be a vital facet of our union for enhancing roleplay among our nations. Situations have arisen where there could be a significant roleplaying opportunity but these haven't be taken advantage of because of the lack of a court to oversee the mediation of national conflicts and the trial of roleplaying characters. We believe that having a court that functions in this fashion is nothing short of essential for future roleplaying in the USNW.

I'm probably still going to abstain. I think it's unnecessary personally. But it sounds like it will pass so it doesn't really matter Razz
