Embassies
To build a embassy in Oxacmela, such embassy would be located in a desired place in the Federal District (Oaxac City) that The Government of Oxacmela will choose, Embassies in Oxacmela have to be located on the capital city and in a district with the type of "traditional" architecture used in the country.
High Commissions or Consulates
To build a Consulate or High Commission in Oxacmela, the desired consulate would also have the type of "traditional" architecture used in the country but the consulate or HC can be built in any part of the country but a general consulate or General HC would be built in the capital city, only the cities with a High Commission or Consulate can be sister cities of any Oxacmela City.
Visa(s)
If your nation has applied or requires Oxacmelan Citizens to use a visa to travel to/from Oxacmelan, such country would need to build a Visa Center in Oxacmela, in that case the building should be with the type of "traditional" architecture used in the country and would require, the visa center could also be inside such Embassy or Consulate/HC.

State Services
State services of Oxacmela under the jurisdiction and authority of the Secretariat of Foreign affairs include acceptance of exiles, amnesty, refugee immigration, passport grants and revocation, travel and work visas, and other documents and procedures relating to immigration and emigration. This exudes granting and removal of citizenship, which is handled jointly by the Secretariat of the Interior and the Secretariat of Foreign Affairs.
Amnesty
The Oxacmelan Government under the Secretariat of Foreign Affairs manages the acceptance of Foreign peoples who under certain circumstances are no longer allowed or being hunted for an unjust caused seen forth by the Oxacmelan Government, Amnesty trials are quick and start after the entrance of said exile. The exile that enters the nation will have to be approved by the Secretariat of Defense, but can stay a maximum of 15 days within the nation during the decision process. If the crime was considered, just the Oxacmelan Government has the right to return said person back to the nation of origin.
Special Passports
The government of Oxacmela issues special passports for Oxacmelan Dignitaries and persons of special interest. Members of foreign governments who enter the nation with a special passport are subject to questioning through the Secretariat of Defense if the passport's validity is unclear. At the moment all world passports of non-country citizens are restricted due to rampant forgery of said passports.
Visitation Rights
Currently the United Oxacmelan States is open for tourists and dignitaries alike who have legal passports and visitation visas. The validity of a travel visa is determined by immigration officers when entering the nation.
Import Restrictions

If a Foreign Head of State or a Foreign Head of Government wishes to visit Oxacmela, a Formal State Visit should be planned with advance, in Oxacmela a State Visit is the Highest form of diplomatic contact, and will be marked with a huge ceremonial pomp and a diplomatic protocol.
