I believe it was said the fund was Voluntary. But those who refuse to pay would not have the ability to withdraw from the fund.

Making the fund Mandatory would be in violation of each nation's right of Sovereignty, wouldn't it?

As the fund is voluntary, that would mean we wouldn't have to vote on it, and thus I've sent this to the declined section.
