Regarding partaking in other unions.
Why not?
This to me makes absolutely no sense whatsoever. It restricts a persons creativity and stomps all over any new union looking to start up. (As with the larger unions soaking up all the more experienced SC4'ers and roleplayers it would lead to problems for the fledgeling union)
To put it in other terms, it is like if say....I owned a deli and you worked for my deli. But I only let you work Mondays. You then find another deli that lets you work Saturdays and Thursdays and you want to apply there. But keep your old job too, because you do love your job and all the people there. But some rule states that you can't work for more than one place at once and you are forced to quit your old job and cut all those lovely people off in favour of more hours.
Now that's just silly, don't you think? Participating in more than one union has many more upsides than downsides.
And, if you prefer, think of it like this. If someone was to want to go to another union, they wouldn't have to leave this one. It's just so perfect.

So, here is what I propose:
Members of USNW are allowed to be active on other unions on the grounds they retains some level of activity. Be it a post a day be it a post a week.
Members of other unions that apply here can be granted ambassadorial membership if they are seen fit to be able to keep a regular posting routine and not let their other commitments die off either. For this is bad for inter-union relations.
