Standardized Assembly Procedure
The following amendable bill address the manner in which all acts proposed within the International Assembly shall be conducted henceforth.

I. Speaker of the International Assembly
i. The Speaker of the International Assembly shall be the Chancellor of the USNW to administer the passing of an act.
ii. The Speaker will thus be moderator of the International Assembly sub-forum.
iii. The Speaker and the Executives shall be the only individuals to view voting results.
iv. The Speaker must report the outcome of an act.

II. Proposal stage
i. The title of the topic/thread shall be named as follows: Proposal | {name of act} in the Law Proposal and Debate Room.
ii. The title of the bill must be provided and it shall be bolded and underlined in size 24 font.
iii. A one to two sentence summary of the bill must be provided directly one line below the title.
iv. The content of an act shall be provided in the space two lines directly below the title and summary.
v. All content must be provided in clauses and divided by numerals for speedy reference.
vi. All acts will be given five days of discussion from the date they are presented to the International Assembly.

III. Voting stage
i. The title of the topic/thread shall be moved to the Voting Chamber and will be renamed Open | {name of act} once voting may commence.
ii. Voting threads shall be remained locked.
iii. A form document provided by google docs shall be created by the Speaker.
iv. Unless under special circumstances, the questions within the voting form will be Yes or No.
v. Voting will be closed within five days of commencement or if it is either passed or rejected by over fifty percent of the International Assembly.
vi. The closing of a vote shall be indicated by the thread title: Closed | {name of act}.
vii. Members will be assigned an identification (ID) number which must be used to vote.

IV. ID number
i. Members shall receive their ID numbers via PM from the Speaker.
ii. Members must keep their ID numbers in secrecy.
iii. ID numbers shall be renewed upon every appointment of a new Speaker.
iv. Members should not post that they have voted, and should not be asked to post that they have posted.
v. Members should not post what they voted, and should not be asked to post what they voted.

V. If an act is passed or rejected
i. It shall either be moved to the Passed Laws or Declined Laws.
ii. All passed acts are amendable.

I'm fine with that, it's awesome. Only thing I don't agree with is the first part, that's the Chancellors job, or atleast what I intended when I wrote the charter, he's the head of the international assembly.

@Chip: I admittedly did not know that. Razz I would like more input though on whether we should have a Speaker of the International Assembly or not.

That's exactly what I thought though. IF they do their job. Razz IMO, nothing wrong with two people working it. The Speaker, as I intended, functions as sort of the vice-speaker where if the Chancellor isn't there then he would move the threads between chambers. - OR - vice versa, to ease the workload of the Chancellor. It's all for speedy parliamentary procedure. ... and more government posts to put on teh wiki. Razz

I plan on being active, it's not my fault that the position has been recently neglected. If I ever hit a point in my life where I can't be here, or I won't be active enough, I'll definitely step down, I'm not going to ignore my post like others have.

You're right, there is nothing wrong with two people working on it, but there's already going to be five. With 2/3's of the cabinet being replaced that would be plenty of people to move and set things to vote.

Furthermore, we're already going to have people with multiple positions, we don't need to create more positions to full until our membership goes up more. We already know that just because we create more positions doesn't mean activity goes up, that just means that there's more people to be potentially inactive. We should be holding admins to certain levels of activity, and if I'm not doing my job I WANT you to put me up for a vote of no confidence, however, I've done my job consistently and will throughout my next term, if you want record of my consistency and work, then I'd be happy to provide it.

The Imperial Federal Kingdom of Grand, Belluterra, and Malo supports this, with the exception of the establishment of the office of Speaker, as we see no need for such an office.
