Ya it is. Since it is USNW's planet, you are lawfully enforcing that your call code is a certain number.

The delegation from the Republic of Insulo supports this proposal, but would like to suggest an additional clause.
Could we possibly include a specific policy on the allocation of the codes within the continents, such as numerically lowest codes in the west and increasing eastward?

The Republic of Ruteria is completely agreed with this proposal, and we agree with Insulo about the increasing between west and eastward.
