The United Oxacmelan States' Congress has voted on the matter and concluded to support this motion the Chamber of Deputies resulted in an unanimous 483 votes in favor out of 500, only 15 votes against the motion; Whilst the Senate voted 122 for the motion and only 2 against with 1 abstention and 3 absences.

As the application center is sanctioned by the International assembly, I don't think so. Also, Nations who would want duplicates cannot vote on their own application for x-obvious reasons.
