Due to the low interactivity of the union, and my small time frame, I'm going to just go ahead and post the entire constitution and we are going to vote to ratify it. To vote yes, please say you would like to sign below and vote in the poll at the top. To vote not to ratify it, just vote no in the poll. I will allow about a day of debate, but not much longer and it might be shorter because I feel like that's a waste of time. The Cabinet has discussed this and we believe this is a good constitution for us to start off with and go with for a while, we can always make changes later. So, please read the constitution below and vote to ratify it or not.

Article 1
Section 1
All members, whether it be Full, Ambassadorial, or Observatory, must adhere to this constitution and the rules that will be posted. This also includes dignitaries and other member government officials that represent their nations in this union.
Section 2
Failure to adhere to the constitution and the rules shall not be tolerated and violators shall receive appropriate and just punishment from the union government.

Section 1
This constitution shall establish four levels of union membership listed below:
Section 1.1
Full members will be respected as equal among all other full members and will be represented in the International Assembly. Full members will be allowed to take part in USNW sponsored events, host USNW sponsored events, vote on all laws and applications, as well as vote to elect government office holders and officials. Full members will also be allowed to run for ministry positions after 3 months of membership and run for cabinet positions after 5 months.
Section 1.2
Ambassadorial member will be represented in the International Assembly and will be allowed to take part in USNW sponsored events, as well as vote on laws and applications, and will also be allowed to vote to elect government office holders and officials. Ambassadorial members will also be allowed to apply for full membership after a month of membership.
Section 1.3
Observatory members will not be represented in the International Assembly but will be allowed to take part in certain USNW sponsored events and will be allowed to vote on observatory applications.
Section 1.4
Users will not be represented in the International Assembly and will not be allowed to take part in USNW sponsored events and will not be allowed to vote on applications.
Chapter 3 - The International Assembly
Article 1
Section 1
The International Assembly shall be the law making or legislative body of the United Sovereign Nations of the World and shall be endowed with all of our democratic and representative government views.
Section 2
The International Assembly shall consist of representatives from each full and ambassadorial member nations.
Section 2.1
Each full and ambassadorial member state shall have one representative, who will have one vote.
Section 2.3
Representatives are not allowed to accept bribes, or payment for their votes and blackmailing is prohibited.
Section 3
Bills, Amendments, and all other laws shall only be proposed by full members.
Section 3.1
Bill, Amendments, and all other laws shall only go to vote when fellow members agree it is ready.
Section 3.2
Bills, and all other laws must obtain a majority of yeses from the Assembly before the bill, or other law is enacted.
Section 3.3
Amendments must obtain a 2/3 majority of yeses from the Assembly before the amendment is enacted.
Section 4
The Assembly shall retain the right to elect the Chancellor, First Minister, and Consul.
Section 4.1
The Assembly shall also retain the right to investigate any action by any member that may concern their role in the union, and shall retain the right to investigate, and impeach if necessary, the executives, or judiciaries.
Chapter 4 - The Executive Cabinet
Article 1
Section 1
The Executive Cabinet shall consist of the Chancellor, First Minister, and Executive Secretary who, together, shall enforce the law and carry out government responsibilities as well as maintain government function.
Section 1.1
In all ways but ceremonial, the Executive Cabinet shall run the union as a triarchy or triumvirate.
Section 1.2
The Executive Cabinet shall make up the Administrative Department and shall be responsible for updating and maintaining the forums as well as enforcing any laws set forth by the International Assembly as well as the forum rules.
Section 2
The Ministerial Cabinet shall consist of the Minister of Economics, the Minister of Transportation, the Minister of Health, Safety, and Education, the Minister of Culture and Events, the Minister of Environment and Agriculture, the Minister of Statistics, the Minister of Defense, the Minister of Energy, and the Minister of Research and Space Exploration.

Section 1
The Chancellor shall be the overseer of the International Assembly, an administrator, and shall be the figure head of the United Sovereign Nations of the World.
Section 2
The Chancellor can serve a maximum of four consecutive, six month terms and may only serve six full terms all together.
Section 3
The Chancellor shall be elected by majority vote of the International Assembly, and must be a full member, and must have been a member of the union for three months.

Candidates for Chancellor can be nominated by a government official, past or current, which includes representatives, and ministers.

The First Minister shall be the overseer of the Ministerial Cabinet, as well as an administrator, and shall also be the head of union foreign relations.
Section 2
The First Minister can serve a maximum of four consecutive, six month terms and may serve as many as six terms altogether.

The First Minister shall be elected by vote of the International Assembly, and must be a full member, and must have been a member for at least three months.
Section 3.1
Candidates for First Minister can be nominated by any government official, past or current, this includes representatives and ministers.

Section 1
The Executive Secretary shall be the overseer of the daily activities and requirements for the system of the USNW and will help the other executives carry out the daily needs of the union, as well as an administrator, and shall be the enforcer of all union law.
Section 2
The Exc. Secretary can serve a maximum of four consecutive, six month terms and may serve as many as six terms altogether.
Section 3
The Exc. Secretary shall be elected by vote of the International Assembly, and must be a full member, and must have been a member for at least three months.
Section 3.1
Candidates for Exc. Secretary can be nominated by any government official, past or current, this includes representatives and ministers.
Chapter 5 - The Judiciary
Article 1
Section 1
The High Court shall be the main judiciary organ of the USNW, and shall be headed by a cabinet appointed Chief Judge, and the members of the International Assembly shall be the jury.
Section 2
All cases and suits must be brought to the court in a formal fashion, and will be posted in the court section under the Case Discussion sub forum.
Section 3
The Chief Justice shall act as an impartial entity in the court, and shall only keep order during court proceedings. The Chief Justice will decide whether or not a case may go to court and shall also decide when the jury votes on the case.
Section 4
The Chief Justice can be dismissed from service by the International Assembly or the Cabinet at any time.
Chapter 6 - Forum Conduct
Article 1
Section 1
All registered members are required to follow all of the rules set out in the forum rules available on the forums or alternatively from an administrator.
