Canada is quite far from being a super power. But it is different here. In southeast Asia you have to make some room, there are lots of countries packed in there.

Gwangju could be recognized as a sovereign nation because
i) It has a separate government and its components are actually made up of 3 nations that were united. (Formerly Ghuangji and Szcheno, which are 2 communist countries separated by Nilia and Albian)
ii) Although it's inside the Communist Sphere, It is a separate country and separate decisions from Zhung and Okaiken (Remember North Korea? Was it controlled by the Chinese Politburo? No.How about Poland and East Germany? Was is controlled by the Moscow Government? No )
iii)Although the nation is inside Communist Sphere and squished between 2 communist nations, Gwangju has a separate military force, and could invade nations by itself.
iv) The Capital is going to be in Gyeoungsu, The Former Ghuangji Capital.

The DPRG government has officially chosen form of its government. It decided to choose the ideology of the Juche and stay away from the more Communist form of government provided by Okaiken and Zhung.
